Hi there Alexander,
Well unfortunately you will not get Photoshop for free. It's a professional package that will cost you a pretty penny. You could get an older version in stead of the latest, that might save you some money.
A better option to start with is GIMP:
http://www.gimp.org/
It's free and pretty extensive as well. A great way to start learning how to manipulate images and create art. Of course it will take you a while to get the hang of it, but there are many tutorials on the net that will help you improve your skills. Just google the words gimp and tutorials and you are on your way. An example of a site with gimp tuts (short for tutorials) is:

Another good way to learn stuff is to just try making something. You can always to make art for someone with a request on our forum. Maybe they will not like it in the beginning, but it will be a good learning experience.
I wish you lots of luck in your digital art learning experience. Don't get frustrated if it doesn't really work out in the beginning. Practice makes perfect!

Does that allow you to cut out bits and chunks from other pictures, and put them in with another picture, or with a title, like u guys do for logos.

GIMP has pretty much all the same features as PhotoShop, except that GIMP is free. I would think that PhotoShop would be better, but I've never used anything except GIMP, so I can't really be sure.

We have had competitions on here in the past and Photoshop proved to be FAR superior to Gimp.
